宇宙线是来自宇宙的高能粒子,宇宙线的起源、加速、传播和成分,是当代物理学前沿的重大科学问题之一。在校园建设宇宙线观测网,具有先进性、广泛性和可行性。

为了推进我国校园宇宙线观测网建设,普及宇宙线知识,开展宇宙线科学研究,加强相关国际交流,促进创新型人才培养,成立校园宇宙线观测联盟,其英文名称是“Campus Cosmic-ray Observation Collaboration(Alliance)”,简称为CCOC(A)。本联盟会址为中国北京,挂靠单位为中国科学院高能物理研究所。

Constitution of the Campus Cosmic-ray Observation Collaboration (Alliance).

This Constitution was adopted and came into effect at the inaugural assembly of the Alliance held on September 28, 2020.

Chapter I: General Provisions Article 1 (Establishment) Cosmic rays are high-energy particles originating from outer space. The study of their origins, acceleration mechanisms, propagation, and composition represents one of the major scientific challenges at the forefront of contemporary physics. Establishing cosmic-ray observation networks on campuses demonstrates advanced capabilities, broad applicability, and high feasibility. To advance the development of campus-based cosmic-ray observation networks in China, promote public understanding of cosmic rays, facilitate scientific research in this field, enhance international exchanges, and foster the cultivation of innovative talent, the Campus Cosmic-ray Observation Collaboration (Alliance), abbreviated as CCOC, has been established. The alliance is headquartered in Beijing, China, and is institutionally hosted by the Institute of High Energy Physics (IHEP) of the Chinese Academy of Sciences (CAS). Article 2 (Nature) The Campus Cosmic-ray Observation Collaboration (hereinafter referred to as the “Collaboration”) is a non-profit, non-legal entity voluntary alliance with the primary goals of promoting cosmic-ray observation and research in educational institutions and cultivating innovative talent. It integrates three core functions: scientific outreach, talent development, and scientific research. Article 3 (Functions) The Collaboration shall: 1. Promote the establishment of cosmic-ray observation stations on campuses and conduct cosmic-ray observation及相关研究 (related research); 2. Facilitate collaboration in the development of cosmic-ray observation equipment, data acquisition systems, and data processing software; 3. Encourage cooperation among members in cosmic-ray observation and research, establish a cosmic-ray observation database, and achieve data sharing; 4. Organize training workshops, seminars, and exchanges for cosmic-ray observation research; 5. Strengthen international exchanges and cooperation in campus-based cosmic-ray studies, and coordinate participation in “International Cosmic Day” activities; 6. Enhance science education capabilities and cultivate innovative talent through cosmic-ray detection and research.
Chapter II: Membership Article 4 (Membership Admission) Eligibility Requirements (1) Institutions, research groups, or individuals enthusiastic about campus-based cosmic-ray observation and related collaborations; (2) Recognition of and compliance with this Constitution. Admission Procedure (1) Submission of a written application to join the Collaboration; (2) Review and approval by the Council. Article 5 (Rights and Obligations of Members) Rights (1) To participate in activities organized by the Collaboration; (2) To engage in decision-making and management processes of the Collaboration; (3) To access software, materials, and data related to cosmic-ray observation; (4) To participate in collaborative research on cosmic rays; (5) To exercise the rights to critique, propose suggestions, and supervise the work of the Collaboration. Obligations (1) To comply with this Constitution and implement resolutions of the Collaboration; (2) To undertake tasks assigned by the Collaboration; (3) To support initiatives in talent development, scientific research, and academic exchanges; (4) To assist in the construction, operation, and maintenance of cosmic-ray observation stations at member institutions; (5) To share software, materials, and data related to cosmic-ray observation; (6) To ensure that software, materials, and data provided by the Collaboration are used solely for non-commercial purposes; (7) To safeguard the reputation and rights of the Collaboration. Article 6 (Membership Termination) 1. Submission of a written withdrawal application, subject to review and record-filing by the Council; 2. Members who fail to participate in the Collaboration’s activities for an extended period without justification shall be deemed to have voluntarily withdrawn.
Article 7 (The Council) 1. Composition The Council shall be formed through elections among representatives of all members, with each term lasting three years. Re-election is permitted. The Council shall comprise one Chairperson, several Vice-Chairpersons, and one Secretary-General, all elected by the General Council Assembly. 2. Responsibilities The Council shall: (1) Formulate relevant regulations and operational guidelines in accordance with this Constitution; (2) Discuss and determine development strategies and plans for the Collaboration, and coordinate cooperation among members; (3) Review annual work plans and activity reports of the Collaboration; (4) Approve applications for membership; (5) Elect the Chairperson, Vice-Chairpersons, and Secretary-General; (6) Appoint advisors and designate members for relevant committees and working groups; (7) Decide on other matters specified in this Constitution. 3. Council Meetings The Council shall operate in accordance with its rules of procedure, as defined by this Constitution. The Council shall convene at least once annually, with meetings permitted via virtual platforms. Meetings shall be chaired by the Chairperson or a Vice-Chairperson. Notice of meetings shall be issued to all Council members at least fifteen days in advance via fax, email, WeChat, or telephone. A quorum of two-thirds of Council members must be present for meetings to be valid. Resolutions require approval by a two-thirds majority of attending members to take effect. Meeting minutes shall be recorded and distributed to all Council members following each session. Article 8 (Advisors, Committees, and Working Groups) The Collaboration may appoint advisors and establish committees and working groups as necessary to carry out tasks specified in this Constitution.
Chapter IV: Supplementary Provisions Article 9 (Amendment Procedure) Amendments to this Constitution must be proposed by more than half of the Council members and approved by a two-thirds majority vote of the entire Council to take effect. Article 10 (Dissolution) The Collaboration may be dissolved upon the achievement of its objectives or if deemed unnecessary to continue its existence. Such dissolution requires a two-thirds majority vote of the entire Council, followed by the completion of all legal deregistration procedures. Article 11 (Interpretation Authority) The authority to interpret this Constitution resides exclusively with the Council of the Collaboration. Article 12 (Effectiveness) This Constitution was adopted and came into effect at the inaugural assembly of the Collaboration held on September 28, 2020.
